Administrative Changes with the Wave Fare System
Organizations participating in the programs listed below will find that the new Wave fare system maintains the user-friendly experience you're familiar with, while adding new features that offer greater control over your program.

Key Change:
The most significant update is the replacement of paper passes with the new physical Wave card—a durable, reusable plastic smartcard. Participants can use this card while enrolled in your program. When they are no longer eligible, the card will automatically convert to regular rider status, allowing continued use without requiring a new card or account.

Wave Mobile App Option:
Some organizations may also offer participants the option to access their reduced fare status through the Wave mobile app, eliminating the need to distribute and manage physical cards.

OCTA will partner with each participating organization to provide training and educational materials for both administrators and participants.
- Youth Ride Free For the Fall 2025 school year, the administration and distribution of the Youth Ride Free benefit will follow the current process, with one key change: schools will now issue plastic Wave cards to students, preprogrammed with Youth Ride Free status and set to expire after one year. The Wave cards distributed to schools will be free of charge.
Starting in early 2026, a new process will require parents or students to apply directly through OCTA to receive their Youth Ride Free Wave card. OCTA will provide full details and guidance to schools as this change approaches. - Community Colleges For Fall 2025, the administration and distribution of the Community College rider benefit will remain unchanged.
Beginning Spring 2026, all community colleges will transition to using the Wave mobile app and the new Institutional website for program management and Wave card distribution.
Wave cards ordered through the Institutional website will cost $2 each. You may choose to cover this cost or pass it on to your participants. - Universities For the Fall 2025 semester, the administration and distribution of the University rider benefit will remain the same.
Starting in Spring 2026, all universities will transition to the Wave card and Wave mobile app, utilizing the new Institutional website for program management and card distribution.
Wave cards ordered through the Institutional website will cost $2 each. You may choose to cover this cost or pass it on to your participants. - Employers For Fall 2025, the current process for administering and distributing the Employer rider benefit will continue.
Beginning Spring 2026, employers will adopt the Wave card and Wave mobile app, with program management and card distribution handled through the new Institutional website.
Wave cards ordered through the Institutional website will cost $2 each. You may choose to cover this cost or pass it on to your participants. - Other Approved Organizations and Government Agencies Each participating organization and agency currently operates under unique benefit structures tailored to their needs. To learn how the Wave fare system will apply to your program, please complete the form provided. An OCTA representative will reach out with more information.

Step 1: Purchase a Wave Card
- Purchase a Wave card from our expanded retail network. Cost is $4.00 at retailers. You can also purchase a Wave card from the OCTA Store at a cost of $2.00.
- When purchasing your Wave card, the cashier will activate your card, and you will need to load money on the card.
- Once your card is activated and you have a balance on your card, you are ready to ride.

Step 2: Create your Wave Account
- Create your Wave online account and link your new Wave card in your account. Creating an account is optional but recommended to take advantage of its many features.
- The benefits of creating an account include balance protection if your card is lost or stolen, the ability to add money onto your card, viewing the details of your card purchases, and managing other family members' cards within your account.

- When waiting to board, have your Wave card ready before boarding.

If you currently have a senior reduced fare status, you will not need to reapply. You will be asked to fill out a reduced fare transfer application on octa.net that will transfer your current reduced fare status to your Wave account.

- If you do not have a Wave card when you apply for your reduced fare status, you will have the option for OCTA to send you a Wave card. The cost for your first Wave card is free, when provided by OCTA. The Youth Ride Free fare benefit allows passengers ages 6 to 18 years to ride any OCTA fixed-route bus in Orange County for free. Wave cards with the youth ride free benefit will be available from local schools and be valid for one-year. During this time period youth, or their parents, will need to apply to convert their Wave card to a permanent youth ride free benefit card, which would expire on their 19th birthday. The application process will be available later this year.
