Biography


Frank Davies serves the County of Orange as Auditor-Controller. Mr. Davies began his career at the Auditor-Controller’s office in 1984 as a staff accountant, and worked his way up through the ranks to Property Tax Director. After over 33 years with the department, Mr. Davies retired in 2018. Most recently, he served the City of Villa Park as Finance Director. In October of 2019, Mr. Davies was chosen by the Orange County Board of Supervisors to return to the office as the Orange County Auditor-Controller.

Naresh D. Patel comes to the Taxpayer Oversight Committee with more than 25 years of experience in the commuter and freight railroad transportation industry. He resides in the First Supervisorial District and has been an Orange County resident for more than 20 years. He holds a Bachelor’s degree in Civil Engineering.

Andrew Ramirez comes to the Taxpayer Oversight Committee with over a decade’s worth of experience in finance. He resides in the First Supervisorial District and comes to the TOC as a previous Citizens Advisory Committee member where he enjoyed serving as a liaison between the public and OCTA. Andrew has been an Orange County resident for more than thirty years and received his MBA from Chapman University.

Mr. Sloan is serving the Taxpayer Oversight Committee as a resident of District 2. He’s lived in Orange County for more than 50 years. Mr. Sloan brings experience as a former member of the Orange County Grand Jury- Environment and Transportation Committee.

Mark currently lives in the Second Supervisorial District and comes to the Taxpayer Oversight Committee with more than 30 years of business experience. Mark has a commitment to smart transportation projects and currently serves as an engineering executive.

Mr. McCarthy represents the Third Supervisorial District and has been an Orange County resident for over 25 years. He has an extensive background in the financial services industry and serves as an executive for his consulting firm. Mr. McCarthy brings years of financial monitoring experience to the committee and is actively involved in his community.

Residing in the Fourth Supervisorial District, Ajay Khetani has been a realtor for approximately 20 years. He has lived in Orange County for more than thirty years and has his master’s in business administration. Mr. Khetani has served on various community-based organizations in the past including the Lions Club of Little India and the City of Anaheim’s Budget and Finance Committee.

Rasik N. Patel currently lives in the Fourth Supervisorial District and comes to the Taxpayer Oversight Committee with a Master’s degree and a lengthy career in electrical engineering. He has lived in Orange County for more than 30 years and has served on various community-based organizations including the Indo American Seniors Heritage Los Angeles (IASHLA), Coyote Hills Homeowners Association, and Radha Raman Temple Operating Committee.

Shannon O’Toole lives in South Orange County and represents District 5 on the Taxpayer Oversight Committee. She is retired from the US Department of Housing and Urban Development and has resided in Orange County for more than thirty years. Her community service efforts include several years with the Assistance League of Laguna Beach where she provided services for families with infants with down syndrome.

Mark W. Eisenberg lives in South Orange County and represents the Fifth Supervisorial District on the Taxpayer Oversight Committee. He has a Doctorate degree from California Western School of Law and has practiced law for 30 years. He has lived in Orange County for more than 20 years and is the Newport Coast: Ziani Homeowners Association President.
